Dad Needs to Save

My dad likes bringing phone from the US and before he brought a phone that has no room to be inserted with a sim card; they call it analog phone. Now, my dad brings a phone with a room for a sim and though locked, there are now a lot of easy ways to unlock it.
I think phones from the US are expensive. I guess my dad needs a free personal budget software. May he learn how to use it and not buy anything not necessary.
