In the Philippines, rooms often do have air-conditioner, but we use comforter to keep us warm from the coolness given by the aircon. In the US however, when it is snowing people really need more heat than a comforter could offer. This is why most of the people there prefer to have a heated mattress pads to be able to sleep comfortably.
