Steps in Getting a Passport in the Philippines

I don’t know if processing a passport for reasons of work would be different than the tourist one, but it is not indicated on the passport. Also, the destination which is being asked in the application form is not written on the passport. I really don’t know if it is an important field or you should just put there what comes first on your mind.

I am from Iloilo and the procedures of processing here might be different in other areas.

Anyway here are the steps I made to have my passport (Reason: Travel):

  • Get your authenticated Birth Certificate at National Statistic Office (NSO) or if you don’t like to fall in line and wait, have it delivered to you by applying for it at eCensus. [NOTE: Better to have your original Birth Certificate ready if ever the SECPA/Authenticated Birth Certificate is not a clear copy. If your original Birth Certificate is also not clear, go to the Registry (a government office that processes Birth Certificate and get a green paper copy of your Birth Certificate. The copy must be clear. Then have it photocopy. This will just serve as a support for an unclear Birth Certificate.] The Department of Foreign Affairs (DFA) will take the authenticated birth certificate, so if you want to have an extra copy, get at least 2 copies of your authenticated birth certificate.
    • eCensus should be opened by Internet Explorer because it does not work well with FireFox.
    • Apply for a Certificate [Birth, Death, Marriage and Certificate of no marriage (CENOMAR)]
    • Fill up the form correctly
    • List down your Batch or Request Number
    • Pay it by credit card (it is going to be expensive, read more on its FAQs page), PORT or thru bank (BDO and Union Bank) by following these instructions.
    • After the payment has been done, just wait for your certificate to be delivered. You should personally receive the delivery or have an authorization letter for your close relative to receive it.
  • If you are married, get your authenticated marriage certificate. The DFA also gets the authenticated copy of this, so if you might need another copy, get at least 2 of it.
  • Have at least two valid ID’s. The more, the better. Have it photocopy.
    • SSS
    • Drivers License
    • Company ID
    • GSIS
    • Voters ID
    • Tax ID
  • It would be better if you have supporting documents on hand, if ever the ID’s are not enough. Though I was not asked for this because I have submitted enough identification (SSS and Drivers License).
    • NBI clearance
    • Cedula (Tax Community Certificate)
    • Voters Registration (photocopy)
    • Transcript or report card from school (photocopy)
    • Baptismal Certificate
  • Have your passport picture. I suggest you have this taken on the DFA approved studio, which is just beside the office. It is because they are the PROs when it comes to the right angle, right size of picture and facial features that needed on the picture (example: two ears should be visible in the picture).
  • Fill up the application form given at DFA or you could download it online and print. In Iloilo, it is given by the guard on the entrance of DFA office.

— These are the steps to be done in the DFA office —

  • Submit the completed application form with picture to the guard. In Iloilo, it is the guard who submits the application form to the one who will process it on the later hand.
  • Wait for your name to be called for Processing.
    • Once your name is called, you should present the documents you have on hand. The processor will just take what is needed and give you back those extras you have.
    • If you have insufficient documents, the processor would inform you what you need. Don’t be shy to ask questions if things are unclear to you. Do as you have told then the next time you come, just go directly to the processor; no need to submit the application back to the guard.
  • Wait for your name to be called on the cashier.
    • You have an option to pay Php 500 for regular processing or Php 750 for a faster processing.
    • Your receipt won’t be release after the next step.
  • Wait for your name to be called on the encoding.
    • You will be instructed to review the informations from 1 – 6 which involves your name and your birth date.
    • Be sure your name is spelled correctly.
  • Go to person assigned to help you on thumb printing.
    • This person will help you sign things needed to be signed and have your thumb print correctly placed on the document.
    • This person will give you the receipt you have paid on the cashier indicating the date when you will claim your passport.
  • Wait for your name to be called for finalization.
    • At this point it is either you will be informed to go home or there is a question on your documents.
    • If there is a question on your picture, you will be asked to have it taken again. After the picture has been taken, go directly to this office where your picture was questioned. Submit the new picture and then wait for their approval. Once it is okay, you could now go home.
  • If you don’t want to go back at DFA office again, have it delivered to you thru LBC. They have a station inside the DFA office.
    • It costs Php 100.
    • Fill up the form they have.
      • Input an address in where you stayed most of the time. If you go to an office, it is better you input your office address so that you could receive it personally or have an authorization letter to have your relative receive it on your home address whenever you are not around.
      • Input your mobile number so that they could contact you if ever they need some instructions on getting on the address given.
    • Give the DFA receipt to them.
    • Get the LBC receipt as proof of your transaction.
  • You are now finish. Just wait until the day you claim your passport on DFA or wait for the delivery.

BUT TO ANSWER YOUR QUESTION - may bagong paper na ngayon yung NSO for "AUNTHENTICATED BIRTH CERTIFICATE" yun ang colored paper na may photocopy ng iyong birth certificate. Kung yung birth certificate mo ay may tatak lang ng "NSO" -- di lang ako sure, pero I think allowed lang yan sa mga taong may error ang BC, na nagpa clarify lang ng Birth Certficate nila, or may name change ... after 6 months makaka kuha ka na ng colored copy if that is the case. As you mentioned LUMA na BC mo which means I guess lumang paraan ng pag authenticate ng NSO yung tatak na iyon ... better get a new one kasi yun ang required nila .... either pumila ka or do as I have mentioned on my post.

    Hi, I have read some of the comments here and it seems that almost everyone is very knowledgeable that is why I have decided to post some questions in here.

    The signature that I have used on my passport is different from what I am using now., i don't have any more valid ID's supporting the signature that I have used before (it was the signature I used back in college and my first job). All my ID's recently is using my current signature.

    If I travel abroad,ie, hongkong or singapore will I have trouble in the immigration office? what must I do to resolve this?

    Do i need to renew my passport? and if so, what documents must I submit so I will not be questioned with regards the change in my signature?

    My passport will expire in 2012.

  • Regarding signature change, I don't know where to go to validate your new signature, but I think you should ask married women who have passports, coz mostly when women get married, they also change their signature ...

  • I think its okay kasi parang di mo naman kailangan ng id when you claim eh .... pero just to be sure any ID would do and better you bring the old passport.

  • I think that is just a supporting ID, you would need 2 more ID if you are going to use that. But if you use 2 valid ID's then that is all you need - if not ... as mentioned .. need 3; like postal, voters, etc

    On Marriage certificate, I guess they should just follow what is written in it rather than process for correcting it - if you want to go and proceed in processing then it would be like the same steps on what you did with the BC.

  • That is the process to get a passport. Using a passport would only allow you to stay a few days in certain countries within Asia. If you want to live or stay for a long time in a certain country or visit a country out of Asia then you need a Visa. A different process and requirements is being done with that.

    I only do have a 1 company id..but i have my form 137 my baptismal and my transcript of records can i use it also as a requirement? but ofcourse i do have my authenticated BC.

  • Those you mentioned are just supporting documents for more verification, but aside from your company ID, you need to have another one. If you work here in the Philippines, surely you should have an SSS ID, if you haven't got that one yet, better have one now. If you have no SSS, I guess you have to go for a postal ID - go to the nearest post office and have one from there.

  • Yes, you need to authorize a letter, because as a mother you are to be responsible of your children until they are mature enough to make decisions of their own.
    I haven't tried it, but I think you need to be a citizen to invite someone. If you are on a working visa or visitors visa, I don;t think you have the rights to do that. Just check the official website of DFA and see if there are info regarding that.

    From that website of DFA nakalagay the earliest is 7 days and regular is 14 days, however in my observation nung nag apply ako it took about 1 month before I got my passport. Try mo na lang go sa DFA. Mas mabilis kung renewal lang, if new ... I don't think they could be faster than 7days, ang dami pang pagdada-anan niyan eh. So, be patient.

  • Pag late ka na pupunta matatagalan ka. Maraming tao ang pumipila. Unless na lang siguro kung may kilala ka dun at palulusutin ka. Punta ka before time mag open yung DFA sa area niyo.

    I thank you good people of DFA, I filed already my application for passport renewal and I find it easy and the personel kind. I am scheduled to get my passport on October 1, but is there a way for me to know if it's already there or just to get information ahead of October 1 with regards to my passport number and the date of issue?

  • Sorry Alex, I don't know the answer to that. However, sa mga movies na nakita ko di ba pag nahuli ang isang tao he is advised not to go out of the country ... so I really don't know if sa pag process nun ma filter out nila yung may mga court order. Di ko alam kung ano process nila on making the passport eh ... so I have no idea. If they have a process in where they check criminal records ... then probably they will put your application on hold upon seeing a court record, but I dunno eh ... as I mentioned I am not affiliated with the office .. I just write base on my experience.

    @Iris You have to do the legal things ... if you want to use your name nung dalaga ka pa - FILE for annulment or legal separation ... you could get in trouble if you do it the other way AND yes you might be "tapon back to Pinas"

  • Medyo confusing yang situation ng sister mo.
    I think kung makaka kuha siya ng birth certificate na authenticated to match her name and records, then it would be okay. Supporting document na lang yung marriage certificate ... basta consistent lang name niya sa mga legal papers ... walang problems dun.

  • Hi Maricar - In my case when I got at the registrar I told them my problem (my name is not clear on the birth certificate). So, what the employee did was she looked for my birth certificate, then she retyped it on a new birth certificate paper which is in color green. The SGND is short cut for signed. That is what they put when it has signature on your birth certificate because it would be illegal if they would copy or forge the signature of doctor or whoever signed your birth certificate. I think the copy you had is just a photocopy - which I think would still be useless if your name is still unclear or could not be seen. Have it re-make on the new sheet of birth certificate (green) then go to NSO and have it stamped. Good Luck

    Last nalang po it, if i will going to get another Authenticated Birth Certificate at NSO here in Cebu. Does it still looks like the one that i have now? Are all copies are still the same even if i get 10 copies? I cant really see my name on it, actually it was there, it is just the way it is printed out. It is so messy that my first name cannot be recognized.

    Hello po Maam Nelle, i have read all the comments and the very good response from you. I am still confuse though and thats why i cant help myself in sending you a comment here. Yesterday i went to DFA and what i have with me is my Authenticated BC, TOR and 2 valid id's. I noticed that my first name in my BC from NSO was not there. Actually it was there but it is not clear enough for the DFA staff would accept it. They told me that i should go to the local civil registrar to get a certificate of live birth with certified true copy in it and then go to NSO to have it authenticated. What makes me confuse now is when you said to Rosette this, "Hi Rosette. I have had problems with my birth certificate as well, because it is unclear. All I did was to go to the registry and have them find my original birth certificate then re-type ALL THE INFO in a green paper. They marked (SGND) for the area where signatures were placed."

    Can you explain it more to me Maam? What is SGND? What i have here now is my BC with certified machine copy and it is not in green color. All three copies are white and i wanted to know also if certified machine copy and certified true copy are just the same? Are those three copies are acceptable to be authenticate at the NSO office.

    I am so worried now especially that i already received an invitation for a vacation on Caribbean. I hope you can help me with this matter Maam, i will be waiting for your kindness reply. Thank you, thank you, thank you and God bless!!

    If there's a year validity pa I don't know if they would allow you to renew it, because my father wasn't able to renew his drivers license because the LTO officers told him that it should be at least 6 months nearing its expiration before he would be allowed to renew it.
    Anyway, if you want to apply for renewal, you could just have it delivered to you wherever you will be a month after the process, because I don't think 2 days is possible unless its fake or you know someone who works in LTO, either way its kind of unfair don't you think. A speedy process would be about 15 days .... just not sure ... sorry. Anyways GOOD LUCK

    i heard from the other girls in hongkong before that it will takes only two days to get a passport in iloilo. what if i apply in manila main office. u think it will be more faster.
    and my passport still got more than a year validity. just want to make it looks clean coz theres lots of stamp on it already and the pages is running out. hope i can get it renew quickly.

  • Yes, I think you could renew your passport even if it is not expired yet. Maybe 6 months before expiration you could do that to avoid inconvinience.

    Change it? You will have a new one once you renew, but you will have to keep the old one for future references.

    How long? I forgot, about a month I think.

    i just want to ask if someone can help me. am here in thailand at the moment and going home next week. my question is can i renew my passport even if its not expired yet? my passport is stamped with hongkong visa and now am travelling as tourist most time. i wonder if i could change it just to make it a bit clean and not so messy. lol and how long it will take me to process in iloilo.

  • @ann I think, you have to file it after you received the receipt there in the office of DFA otherwise, you have no choice but to go back or have a someone get it for you. Just write an authorization letter with photocopies of your ID's for them to be able to get it.

  • @john sa akin kasi hindi ko na na-present yung nbi clearance since I have all the needed documents, I have drivers license, sss id, and company id. About the days, I don't think aabot ng one month. In Hong Kong it is only 14 days, so I think limited lang din on the other Asian countries. Why not make it one week ka doon tapos one week din siya dito sa pinas or di kaya alamin mo yung days of limit then ubusin mo yun doon at siya ganoon din sa pagbakasyon dito. Para naman mapakita mo kagandahan ng Pinas. Good Luck and enjoy.

Nasa cashier na po ako nun to show all my documents that i had.authenticated birtcertificate,marriage contract and invalid school id (2004-2006).Sabi sa cashier kumuha ako ng CFO certificate.   • Hi Lappen, I guess what your girlfriend need is to go to the Municipal office of where she was born, then have a renewed copy of her birth certificate there. My mom don't have a birth certificate and all she did to apply for it is to have an elderly sign something that somehow says they are a witness that all the facts stated in the birth certificate are true. I am not aware of the cost, but it would sure help if she knows someone working on a public office to help her out and also to speed up things. I haven't got my voters ID yet, but my Mom already did even if we both applied for it at same time. So, I don't know how they process it, I have already complained about it, yet no resolution.

    Again, I don't work in a public office. I post this because of my experience and answer your comments base on what I know. Note that I mention "I guess" which simple means, I am unsure of it. Feel free to try and update me on what happened. Thanks

    I have a couple of questions concerning a passport application also ?

    My girlfriend went to the dfa to make the passport application and then the dfa discovered that her birth certificate did not have any birthplace, this space was simply left blank for some reason

    Does anyone know what are the steps involved in correcting this as soon as possible, how much time can she expect this to take and what are the costs ?

    I am also trying to find out somewhere how long after the voters registration it will take to get the actual voters id , is it possible to speed up this process somehow ?

    * SSS
    * Drivers License
    * Company ID
    * GSIS
    * Voters ID
    * Tax ID
    You could try using what you have. Anyway just prepare 2 days of processing kasi pag di na allow yung mga ID's mo sa first day, you could ask them and have ID's needed for the next day. Good Luck!

    good... that is very well detailed.... everything now is clear for me how to have passport.... i dont have company i.d since the company where i am connected now is just newly established.... i have..nbi the green and yellow,alumni id w/picture. health card with pic., voters regitration copy, clear sec.pa, t.o.r.... can i be confident now to go to a line for my passport application?
  • @Fritz really sorry for the delayed reply. Anyway, you just go to city registrar in where all the records of birth certificate are kept. Get a new copy of your birth certificate. A worker there would provide you with a white and green copy of birth certificate (a new one). Just be sure to verify the information being encoded and see to it that it is clear. Have that new copy register to NSO, then have it stamped as proof it has been authenticated. I guess that would solve your problem, though I am not 100% sure about it.

    @ae what do you mean by live birth? sa pagkaka alam ko ang certificate of live birth is yun na yung birth certificate, as you mentioned meron din naman siya nun. As long as your friend has consistent info from birth certificate to school and work records, okay na yun. You didn't mention kung saan may bura yung middle name.

    para saan ang resibo ng birth cert? passport ba kunin mo?
    if passport, receipt lng sa pagbyad mo sa DFA or just a valid ID will do.

    Nalaw naman ung resibo ng birth certificate ko i-cclaim na kasi sa tuesday nagayon ko pa hindi makita, may pag asa pa po ba makuha yun o mag aaply ng bago. Sayang kasi yung pera na binayad eh.

  • Well, your mom could try claiming it without the receipt. I think Jay (comment above) has mentioned he just showed his valid ID to claim his passport without the receipt.
    If your mom could not claim it without the receipt, then you should let her ask what are the requirements to claim it without the receipt.

    Just file for a new passport with all necessary documents, if you are using your cousin's name then probably yours is alright.
  • First of all what you have done is obviously illegal and if your cousin wanted her name back but if she was involve in the decision making of giving that name to you -- then she is an accomplice to the crime, therefore making all of you criminals.
    Anyway, I am not a criminal - so I am not familiar of that situation, HOWEVER when face, I would seek a lawyer (the one you could trust) and get his / her advice regarding the matter.

    Hello!! IHad passport but is not my name. I used it for working abroad. It happened long time ago I was under age then. So the agent who recruted me said that used someone else name so I did. But now I would want To have my own passport using my name. Is that posible? Or if I apply with all the proper ducument will they be able to tell that I already haved passport under different name?     Be ready for a requirement of claiming a new one, because they would probably suggest you apply for a new one.

    I am sorry I couldn't help you much in that topic, because I haven't experience it yet.

    I've been trying to call the DFA hotline but I have had no luck. Would you know if it's still possible to get my passport if it was supposed to be claimed since July '07? I think it expires after a year though...just pushing my luck. I have lost my receipt as well so that's just too bad for me i guess... Any help will greatly be appreciated.

  • Yes pwede yung mother mo ... she should bring a letter of consent na you are allowing her to get your passport. Within the consent your signature and your moms as well ... then a photocopy of your IDs

    BTW I don't work for the DFA ... I'm giving info base on my experience ... it was my Mom who got my passport as well ... because I have work.

    nawala din resibo ng passport ko.. tumawag ako ang sabi magdala daw ako ng affidavit of loss at mga valid id's.. huhuhuhuhu.. mas struggle tuloy.. huhuhuhuhuh

  • Hi Rosette. I have had problems with my birth certificate as well, because it is unclear. All I did was to go to the registry and have them find my original birth certificate then re-type ALL THE INFO in a green paper. They marked (SGND) for the area where signatures were placed.

    The employee in your registrar should have typed in all the informations from your old birth certificate. Are you a shy person? Don't be shy to confirm things with the employee on your registrar, and if you think things are incomplete do clarify it with them. It is better to stay there the whole day for clarifications and confirmations than to have you going back and forth ...

    You need to go back to your registrar again and I hope this would be for the last time. Have them re-type your birth certificate in a new green paper. They will be giving you I think 3 copies of this, because one will be submitted on NSO, one will be their copy and the other one would be your copy. Check all the informations and spelling. Be very observant on all the info and then after you got your birth certificate, go to NSO and have it stamped for authentication. The stamped birth certificate is good enough to be submitted on DFA. It is what I used on my son because he had a change of name.

    I am married to a belgian and i am processing my papers to be with my husband in belgium. My NSO birth certificate was authenticated by DFA but they asked me a local birth certficate from the civil registry. After a month, the embassy called and asked me to get a clearer copy because they cannot read my birth certificate. I told them that for what i know NSO cannot give me a clearer copy anymore and that it is the best copy they could give. SO, they told me to have my local civil registry birth certificate and attach it to my NSO BC and have it authenticated by DFA as one document. When i went to DFA for authentication they refused to attach it to my NSO as one document. DFA asked me to go to NSO and have my LCR birth certificate stamped so they could attach it to my NSO but when i went to NSO Muntinlupa(nearest NSO office in Laguna) they refused to do it. I went to the embassy and told them what happened but they were firm when they said that they had cases like that and DFA authenticated their papers. So i went to NSO main office, still they refused to stamp my LCR birth cert. instead they printed a certification at the back of my NSO birth cert. with my name, bday and birth place. The embassy told me that the information in my birth certificate is needed to have me registered in belgium but NSO didnt put my parents name in the certification and im worrying that it will be another problem and that is causing me delay to be with my husband. IF the embassy would not accept my certification, what else could i possibly do that have this problem solved? please help....

  • I don't think it is possible that someone could get your passport if it is not you...
    Because if you let your relative get it for you, the DFA would require an authentication letter.
    With that I guess, every authentication letter would need ID's of both sides, YOUR ID and the ID of your relative. Photocopy and attach, to be presented upon cliam.
    I hope I have been of help, and yes, most hotlines are useless.

    Thank you for the response... Just yesterday, I remembered that it wasn't given to me dun sa auditorium. I'm planning to go there on Monday.. I've been calling the hot line, but it's either nobody is answering or the line is busy. I'm just a bit anxious kasi baka may makakuhang iba and they'll get my passport ^^. Is it possible??

  • Yes it is accepted, but you must have two other ID's aside from that one.

  • Ay naku, sis mo naman nagtatrabaho dun kaya madali lang yun. Kuha ka na, kasi you don't know when you're going to need it. Akin nga nag leave ako last week to get a passport for my whole family. So antay na lang ako ngayon ng passport to be delivered.

  • @ Anne = In my experience, Birth Certificate authentication takes 2-3 months, but you could get a certification that you have it authenticated by putting a stamp on the copy of birth certificate that was submitted. This stamped birth certificate is as good as the authenticated, and you could use this in DFA, however you need an acknowledgement form to be notarized by just giving a stamped copy.
    I don't know if in passport authentication would also take 2-3 months, but I am sure that if you need it fast, there is always a way to do it.

  • Yes, I think they can. Check: http://www.dfa.gov.ph/consular/authen.htm

    I guess all you need is to look for their Authentication division and you could have it authenticated there.
